It is only something that is dead, that can be reborn. If you have not died to the flesh, how then can you be reborn (be born again). That is why Jesus says in John 12:24-26 Verily, verily, I say unto you, Except a corn of wheat falls into the ground and die, it abides alone: but if it die, it brings forth much fruit.
